Terms and Conditions



Coos County Planning Department has partnered with Point & Pay LLC, a third party service provider, to provide you with convenient online payment services via credit/debit card or electronic check payments. IN ORDER TO USE THIS SERVICE, YOU MUST PAY A NON-REFUNDABLE CONVENIENCE FEE IN ADDITION TO THE AMOUNT OWED TO THE PLANNING DEPARTMENT. Please note that Point & Pay will appear as the merchant of record next to your payment on your bank or credit card statement.

The convenience fee is 2.49% for credit/debit cards with a minimum of $2.00. The convenience fee for electronic checks is a flat fee of $1.50. Coos County does not collect or retain any portion of the convenience fee charged.

The customer is solely responsible for providing accurate and complete information to use this service and for confirming any amount owed to the Planning Department. Completion of your online payment is contingent upon both (1) the authorization of payment by your credit card company (or financial institution) and (2) acceptance of your payment by The Planning Department. If Point & Pay is unable to process your payment, PNP will attempt to notify you at least once using the contact information you have provided. If your payment is not processed or authorized by your credit card company/financial institution or your payment is not accepted by the Planning Department, your payment liability shall remain outstanding and you will continue to be responsible for the amount owed.

Payment transactions can also be processed at the Planning Department. A valid e-mail address is required as a confirmation receipt is e-mailed to the user. Your payment will not be posted to the Planning Department’s account at least four (4) business days following the payment to make sure funds are collected. However, the Planning Department is notified of the payment on the day you process the payment. To make a payment, you will have to provide your name and application number. Once you have opened the payment page, you will need to select the Payment Type and fill in all required fields.

Please be advised that this service is at your own risk, is provided as-is and as available without any express or implied warranties. The service provider shall not be liable for any direct, indirect, incidental, special, punitive or consequential damages that result in any way from your use of or inability to use this service or that result from mistakes, omissions, interruptions, deletion of files, errors, defects, delays in operation or transmission or any failure of performance.

The Planning Department is unable to process refunds for payments via this website, but if a refund is requested it will be processed through normally account procedures. A refund check may take up to 30 days to receive. Any refund request shall be made in writing to the Planning Department with the reason a refund is requested.

Prior to paying for your application online, you will need to consult with the Planning Department and obtain an application number. This number is required in order to make a payment.
