Code Enforcement

Enforcement of County Code and Zoning Ordinance.  Certain regulation are handled by the State of Oregon such as: Certain Agricultural Actives,  Aviation, Contractors Boards,  Energy, Health Authority, Fire Marshal,  Fish and Wildlife, Forestry Practices, Geology and Mineral Industries, Parks and Recreation,  Oregon State Police (State Hwy issues), State Lands (wetlands), and Water Resources.  For the complete list of Oregon Departments (Agencies) contacts visit www.oregon.gov or select the following: Agency Directory.  Complaints within City limits shall be filed with the appropriate city for land use matters.  

There are three different types of enforcement pathways available for enforcement of Coos County Codes and Ordinances. 

  • Coos County Code - This pathway provides for enforcement for any county regulations but more specifically:
    • Licensing - Liquor, Social Games, Service Areas, Secondhand Merchants, Transient Merchants, Nuclear Free Zone, Impounded Vehicles, Alarm Systems and Declaring Nuisance of Specified Crime Property; 
    • Economic Development Procedures;
    • County Public Dedicated Roads;
    • Animal Control;
    • County Lands;
    • Environmental and Health - Solid Waste, Public Health Inspections, Abatement of Dangerous Buildings, Health Licensing, Health Inspections and Enforcement of of Tourist Facilities; 
    • Elections and Districts;
    • Fees;
    • Emergency Management; 
    • Building Codes; 
    • Enforcement; and 
    • County Taxes. 
  • Coos County Zoning and Land Development Ordnance - This pathway is specific to the Coos County Zoning and Land Development Ordinance. This type of enforcement is processed through the Coos County Planning Department.   This process occurs when a violation of a regulated development or actives. While the Ordinance regulates the use of property structural, electrical, sewage and mechanical infractions are handled by the State of Oregon.   Coos County Planning Department does not have the ability to condemn property, enforce deed restrictions, enforce easements or regulate nuisance issues not covered by the land use ordinance.  If you are in a neighbor dispute you may want to try a mediation service or talk to an attorney to better understand your rights. 
  • Enforcement by a Private Party - This pathway provides for a person other than an enforcement officer may commence a violation proceeding by filing a complaint with a court that has jurisdiction over the alleged violation. The filing of the complaint is subject to ORS 153.048. The complaint shall be entered by the court in the court record.
