CBEMP - Adviosry and Steering Committee

As set forth in Section 2, Policies #36 and #39 of the Coos Bay Estuary Management Plan a Citizen Involvement Program consistent with Oregon Statewide Planning Goal 1 “[t]he governing body charged with preparing and adopting a comprehensive plan shall adopt and publicize a program for citizen involvement that clearly defines the procedures by which the general public will be involved in the on-going land-use planning process” is required.   

As part of the policies there are three committees that are appointed, consisting of a Coos Estuary Joint Steering Committee, Citizen Advisory and Technical Advisory. 

COOS ESTUARY JOINT STEERING COMMITTEE (SEVEN MEMBER COMMITTEE)

The Coos Estuary Steering Committee serves a vital role as a dedicated planning committee responsible for the ongoing and structured maintenance of the Coos Bay Estuary Management Plan (CBEMP).

The County shall appoint members to the Coos Estuary Joint Steering Committee to meet the following requirements:

  1. One Elected Official or their appointed representative from the City of Coos Bay and One Elected Official or their appointed representative from the City of North Bend. Each City shall send an appointment order to the Board of Commissioners for formal appointment.
  2. One International Port of Coos Bay representative.  The Port of Coos Bay shall provide an appointment order to the Board of Commissioners for formal appointment;
  3. One Tribal representative (from each Tribe) appointed by Tribal Council. Each Tribal Council shall provide an appointment order or some formal action to the Board of Commissioners for formal appointment;
  4. The Chair of the Coos Estuary Citizen Advisory Committee; and
  5. The Chair of the Coos Estuary Technical Advisory Committee.

 

CITIZEN ADVISORY 

  • Tribal community members at-large, one appointed by each of the local Tribes.
  • A citizen member at-large, one appointed by each of the jurisdictions. (City of Coos Bay has filled this position) 
  • A citizen with a maritime industry background.
  • A citizen with commercial or sport fishing industry background.
  • A citizen with aquaculture or seafood processing industry background.
  • A citizen with public health or social services industry background.
  • A citizen with recreation or tourism industry background.
  • A citizen with local businesses, generally.
  • A citizen with environmental interest.
  • At least one citizen from priority populations such as minorities, lower-income, and youth, etc.

TECHNICAL ADVISORY COMMITTEE

At a minimum, individuals with the following backgrounds should be considered for appointment to the Technical Advisory Committee:

  • Marine Economist/Blue Economy Expert: Specializing in the economic aspects of maritime activities, including blue water economy, shipping, and port usage.
  • Port and Shipping Specialist: To provide expertise on the operational and logistical aspects of ports and shipping within the estuary.
  • Recreational and Tourism Planner: To assess and advise on recreational uses, tourism potential, and the economic impact of such activities.
  • Cultural Heritage Expert/Anthropologist: To evaluate the cultural significance of the estuary and provide insights into preserving cultural heritage during development. An appointment member of each tribe named in Policy #18 will satisfy this role unless otherwise agreed upon by the tribes and the governing body.
  • Historian: To contribute historical perspectives on the estuary and guide strategies for preserving historical landmarks.
  • Environmental Conservationist: To ensure that conservation efforts are integrated into the plan, protecting the estuarine ecosystem and biodiversity.
  • Coastal Engineer: To address engineering aspects related to deep water draft activities, ensuring safe and sustainable development.
  • Marine Biologist: To study and advise on the impact of deep-water draft activities on estuarine wildlife.
  • Sociologist: To study and provide insights into the social dynamics and community impacts of the proposed activities.
  • Recreational Fisheries Expert: To assess and manage the impact on recreational fishing activities and associated economies.
  • Watershed: To provide expertise from a watershed perspective.
  • Water Quality specialist: To study and provide an assessment of water quality.
