Board Chair (City of Coos Bay Representative) 

Nichole Rutherford has served as the City of Coos Bay, City Manager since July of 2023. The City Manager is charged with the preparation and administration of the City and Urban Renewal Agency (URA) annual budgets, and Urban Renewal plans. The City Manager is responsible for general oversight of the management team, including specific oversight of the Finance Department, Library, and Fire Department; preparation of the annual budget for the City and URA; manages the preparation of City Council and URA Board agenda packets and meeting management; oversees election process; oversees City Recorder tasks performed by Administrative Coordinator.

Vice Chair (City of North Bend Representative)

David Milliron is the City Administrator for the City of North Bend. He is an International City/County Management Association credentialed manager (ICMA-CM) with over 15 years of local government experience. David is a Certified Economic Developer (CEcD), Certified Municipal Government Finance Officer (CMFO), and Certified Public Manager (CPM). He is Board Vice Chair/Treasurer for the CCD Business Development Corporation, Executive Director of the North Bend Urban Renewal Agency, and Board Chair for the South Coast Development Council, a regional economic development organization. David has managed local governments in Georgia, Kentucky, and Oregon.

Secretary (Coos County Representative)

David Geels has been a member of the Coos Health and Wellness staff for the past 24 years, serving as the Behavioral Health Director for the past 12. The Behavioral Health Director oversees all Behavioral Health operations for the entire county. David is a licensed professional counselor, and a City of Coos Bay School board member, even serving as the Chair of the school board for some time, he also serves on many local boards and efforts, including the Systems of Care Collaboration meetings. David is dedicated to helping provide better housing options and solutions to those in Coos County.

Board Member (City of North Bend Representative)

Mayor Jessica Engelke was elected by her community to serve the City of North Bend as Mayor in November 2022. Her current term expires in November of 2024. Mayor Engelke had served previously as a North Bend Council Member after being elected to the position in November 2018. 

Jessica Engelke is a longtime North Bend resident invested in making our community a better place. She is a tenured Business Professor at Southwestern Oregon Community College and teaches a variety of business classes. 

Jessica is very active in the community and began her service to the city in 1990 as the North Bend July Jubilee Princess. She serves on several local boards and, in 2017, was the Bay Area Chamber of Commerce President. 

After having the opportunity to live in Los Angeles, New Jersey, and Amsterdam, she returned home to North Bend in 2010 with her husband, Steven Ryan, and two daughters, Emily and Sophia, and has remained active in the community ever since.

Jessica has over 25 years of hands-on experience in the business community and believes her strategic planning skills will be an asset to the City of North Bend.

Board Member (City of Coos Bay Representative)

Drew Farmer was elected to the Coos Bay City Council in 2016. He has lived in Coos Bay off and on since his birth. After he graduated from high school, he joined the U.S. Navy as a Personnel Specialist. Following an honorable discharge at the expiration of his contract, he returned home for a year to attend SWOCC before moving on to Portland State University where he obtained a Bachelor’s of Science in Sociology with a minor in Psychology. Returning home once again, he has been employed previously as an Executive Assistant at Chuck Bracelin Transportation, as an Employment Specialist with the Working Wonders non-profit, the director of Bay Area Enterprises supported employment, Executive Director for Oregon Coast Community Action, and is now running for Coos County Commissioner.

His previous board experience includes sitting on the board for the Shama House non-profit, as the treasurer of the city’s Library Board, and on the Urban Renewal Advisory Committee.

Board Member (Coos County Representative)

John Sweet grew up and graduated from high school in Bandon, attended Oregon State University with degrees in Forestry and Business Administration, served as an officer in the U.S. Army, worked briefly for Georgia Pacific and Weyerhaeuser, and spent 38 years working for Sause Bros. Ocean Towing until retirement. John has served as director for Western Bank and Security Bank, president of OSU Alumni Association, director of The Ford Family Foundation, member of the Regional Leadership Council of the Oregon Community Foundation, and Coos County Commissioner (since 2012). He joined the CoosWA board in 2018 as a way to further support the environmental integrity and economic stability of our working watershed. In his free time, John loves spending time with his wife, kids, and grandkids, fishing, river rafting, playing tennis, and working on his family cranberry and livestock farm.

Board Member Alternate (City of Coos Bay Representative)

Stephanie Kilmer was elected to the Council in November 2016. She is a life-long resident of Coos Bay, residing here with her husband and three children since graduating from Oregon State University with a Bachelor of Science Degree in Communications. Councilor Kilmer returned to Coos Bay to pursue a career in broadcasting. She held numerous positions at KCBY TV before leaving the industry to work in the billing office of Bay Cities Ambulance (previously owned by her parents). A year later, she began working for KDCQ FM (K-DOCK Radio) where she worked for 28 years.

Councilor Kilmer has been involved in a variety of boards and committees. She is currently serving on the Coos Bay Downtown Association (CBDA) board. She is a Past President of the Coos Bay-North Bend Rotary Club. She also Chairs the Charleston Fire District Civil Service Commission and CBDA Foundation Board. She is also a board member of the Southwestern Alumni Association. She was formerly the Secretary of the Oregon Association of Broadcasters, and served on the MHS Media Advisory and Coos County Relay for Life Steering Committees.
