If you are preparing to open a new restaurant or reopen a restaurant that has been closed for at least one year this PLAN REVIEW packet is for you. It will help you comply with the regulations enforced by Coos County Public Health.

Before any new construction or building remodeling begins for a food service operation, (1)plans should be submitted to Coos County Public Health for consideration of approval along with all applicable (2)fees and (3)a plan review application. Expect a response within 10 working days. Submission of plans 30 days prior to intended construction provides time to address any compliance issues when seeking plan approval. (4)Obtain plan approval then (5)commence construction/remodeling. Failing to do so will result in an additional fee.

Be mindful that other regulatory requirements may need to be met, such as:
  • Zoning
  • Building Permits
  • Licensing
  • Public Water
  • Public Sewer

Following construction, (6)arrange a Pre-Opening Inspection to ensure code compliance -give 3 days notice. The initial plan review fee includes one Pre-Opening Inspection. When physical compliance is met the (7)restaurant application can then be submitted along with the (8)annual fee. (9)Obtain a written statement of license approval before opening; Requirements from all governing agencies must be met.

In a successful PLAN REVIEW two things happen:
  1. You devise a PLAN
  2. Environmental Health staff provides a REVIEW of your plan making sure the plan meets minimum standards


The intent of this plan review packet is to help you make sure you assemble all the equipment needed to successfully serve the kind of food you hope to.
  • Answering every question will help you make sure your plan is complete.
  • If a question does not apply to you draw a line through it.
  • If the question doesn't make sense ask for clarification
  • If you don't know the answer to a question, don't feel frustrated. Finding answers is part of the planning process.
